MNN, in partnership with The Boston Foundation and The MassINC Polling Group, is surveying nonprofits in Massachusetts about how the ongoing challenges driven by federal policies and the recent shutdown (among other events) may be impacting your organization and the people you serve.
Last year’s Federal Impacts Survey sought to understand how the evolving federal landscape was impacting Massachusetts nonprofits and their constituents. With the help of more than 20 outreach partners, over 500 nonprofit leaders from across the Commonwealth responded to the survey.
This second Federal Impacts Survey aims to help the field, state budget decision-makers, and other allies understand the evolving impacts and needs more clearly, while also elevating the ways in which Massachusetts nonprofits are pivoting and adapting in this new landscape.

2025 Survey Results
Over 500 nonprofit leaders in Massachusetts completed the first Federal Impacts Survey in February and March of 2025. Once the responses were analyzed, nearly 700 people convened in-person and virtually at The Boston Foundation on May 5 for the reveal and subsequent discussion of the survey results, conducted by a panel of public and nonprofit leaders. We are confident that the takeaways from these conversations helped inform bold action to ensure that nonprofits can continue to respond to community needs.
