Senior Policy Analyst – Job Posting
 
The Massachusetts Budget and Policy Center (MassBudget) is seeking a highly-skilled Senior Policy Analyst committed to antiracism who will take initiative to help advance equitable policy solutions in the state budget and related fiscal policy. The Senior Policy Analyst will lead MassBudget’s work with MassBudget analysts and external partners in and outside of state government towards making the state budget more antiracist and inclusive.
 
Responsibilities
 
·       Envisioning an Antiracist State Budget 
o   Co-develop metrics for an antiracist state budget with MassBudget team and external partners.
o   Engage in thought partnership and aligned advocacy efforts with community partners working on participatory budgeting initiatives and represent MassBudget on related coalitions as necessary.
o   Play lead role to support MassBudget’s participation on state commissions or committees related to the state budget.
·       State Fiscal Analysis & Public Education
o    Lead MassBudget’s state budget and revenue analysis, working in close collaboration with other analysts, and ensuring that analysis is both accurate and accessible. Integrate findings from outreach or other MassBudget partnership work to incorporate community voice and perspective into budget analysis.
o   During state budget debates, work closely with executive and legislative staff to provide MassBudget staff with updated budget information in readily accessible formats. 
o   Lead development of highly accessible and relevant education materials on the state budget and ensure that all MassBudget analysts are all prepared to present the material to others as needed. 
o   Serve as technical expert to MassBudget staff and external partners on budget-related questions.
·       Data Management
o   Maintain MassBudget’s state budget and revenue data so as to be a resource for MassBudget staff, community partners, and advocates.
o   Oversee, maintain, and troubleshoot MassBudget’s online Budget Browser; work with MassBudget’s web developer to ensure timely, accurate uploading of the data. If needed, spearhead redesign of MassBudget’s online budget data platform in coordination with communications staff, other research analysts, and key external partners.

Most of MassBudget staff currently work remotely. The Senior Policy Analyst may be asked to be present in-person at particular legislative hearings or public gatherings if it appears safe. MassBudget will continually monitor health conditions to determine when it will be safe to have all staff return to the office in Boston for some portion of their work.  


 
 
Required skills and experience
·       Commitment to antiracism and building racial and economic equity in alignment with MassBudget’s mission/vision/values
·       Experience in policy analysis, ideally in budget or tax issues
·       Strong writing skills, and fluency in writing about complicated matters for a non-technical audience
·       Proficiency in Excel, as well as other components of the Microsoft Office suite 
·       Comfortable with public speaking in front of both large and small audiences
·       Excellent interpersonal skills, including the ability to interact respectfully among widely diverse groups of people
·       Organized with strong attention to detail and ability to meet deadlines, including the deadlines that emerge in a tight legislative environment
 
Desired skills and experience
·       Graduate degree in a relevant field and at least 2-3 years of work experience or Bachelor’s degree in relevant field and 5 years of work experience. Preferred work experience would include national, state, or local fiscal policy such as tax or budget policy 
·       Facility with Tableau, R, Stata, or similar
·       Fluency in a language other than English that is prevalent in Massachusetts (for example, Spanish, Portuguese, Chinese)
·       Experience bringing community perspective and voice into budget and or policy analyses
 
Salary and Benefits
MassBudget has a 35-hour work week; this position is full time. Salary range is $95,000-$105,000 based on qualifications and experience. MassBudget currently provides generous benefits, including paying 100% of health and dental care premiums, contributing to a flexible spending account, providing at least 3 weeks of vacation annually, providing paid sick and family leave, and making a contribution worth 5% of salary to employees’ 401k plans.
