Job Description

The Chief Human Resources Officer is responsible for the development, implementation and coordination of all Human Resources functions and systems including, but not limited to, staff recruiting and development, communication, performance management, recognition, compensation, benefits administration, HRIS system and record-keeping. The CHRO also provides guidance and support to all levels of management and staff on HR related policies, issues, and procedures. The Chief Human Resources Officer is a member of the ESMV Leadership Team.

Essential Functions:
Under the guidance of the CEO and Board, develop/ implement Human Resources goals, policies and procedures to support the agency's mission.
Ensure compliance with federal and state employment regulations and HR practices. Possess a strong working knowledge of latest HR practices, laws and benefit options.
Assure accurate and up-to date Human Resources files and documentation; establish strong security measures for the confidentiality of records and files; oversee the creation and/or revision of all job description to ensure accuracy and consistency
Develop and administer effective Employee Benefit programs to ensure they support the agency objectives, meet employees' needs and are competitive, cost effective and in compliance. Provide direction and guidance to staff on all benefits issues
Supervise all HR Staff by providing training, support, direction and back-up to ensure that their performance meets expectations and satisfies the requirements of the position
Manage agency hiring practices to insure consistency and compliance with EEO and Affirmative Action laws. Coordinate staff recruitment and new hire process including, but not limited to, advertising, resume screening, interview participation, reference checking, CORI checks and conduct HR orientation sessions with new staff
Oversee the performance management/recognition system; provide support and guidance to supervisors/managers on staff performance issues; develop, maintain and evaluate of the system; coordinate employee terminations process.
Develop reports for Board and CEO as required.
Partner with CEO regarding salaries for new or upgraded positions, monitor consistency of staff salaries, advocate for and process salary changes as appropriate and provide salary information to payroll and others as needed
Work closely with management and employees to resolve employee relation's issues to ensure that the mission, vision and values of the company are carried out. Conduct exit interviews, assesses employee feedback, and evaluate the data and making recommendations for improvements.
Co Chair and Manage Staff Council; encourage employee feedback and organize activities to improve agency morale
Attend facilitate and record, as necessary, regularly scheduled meetings including: but not limited to, Leadership Team, Lifetime HR Committee, Board of Directors and Personnel Committee. Organize monthly All Staff meeting.
Serve as AA/EOE and ADA and HIPAA compliance Officer(co-share), Keeper of the Records,
Other relevant duties as assigned


Qualifications/Basic Job Requirements
BA/BS in HR administration or related field plus ten years progressively responsible relevant experience required.
Master's degree in HR or related field preferred
PHR or PSHR certification preferred
Demonstrated leadership skills to drive optimal business performance
Strong communication skills and proven ability to influence teams
Strong demonstrated business and financial acumen
Experience handling the entire life-cycle of complex employee relation and other HR related matters
Familiarity with non-profit environment preferred.
Demonstrated ability to manage and deliver against a budgeted P&L
Proven experience as both a player and a coach ability to execute while also leading and influencing others
In-depth knowledge of human resources functions, fundamentals, techniques and best practices, preferably in a banking environment, with proven ability to apply in a strategic short- and long-range planning capacity.
Excellent leadership, people management and organizational development skills, with a demonstrated ability to motivate in a team-oriented and collaborative work environment, and promote, foster and build a diverse and inclusive workforce.
Strong working knowledge of employment and benefits law
Creativity, empathy and a sense of humor essential.
